When is Singapore Phase 2 Reopen Date?

The official reopen date is this Friday, 19th June 2020. This is confirmed in Straits Times and Gov.sg. As per the official announcement, the Multi-Ministry Taskforce announced on 15 Jun 2020 that Singapore will move into Phase Two after 18 June 2359 hours. This is because community infection rates have generally remained stable, cases in migrant worker dormitories have declined, and there are no new large clusters emerging.

Will Bubble Tea Shops be Open in Phase 2 Singapore?

Major Bubble Tea shops including Koi, Gong Cha (check out our guide to Gong Cha Menu), Milksha, Xingfutang, Liho, Chi Cha San Chen will be opened in Phase 2.

Yes, all Bubble Tea shops are allowed to open in Phase 2. All food services are permitted to reopen on June 19, according to the updated list of businesses from the official government website.  Food delivery services will also continue to be available. Retail businesses are allowed to reopen their physical outlets as per the government announcement.

Will IKEA Open in Phase 2 Singapore?

Yes, IKEA Singapore will be opened in Phase 2. IKEA (check out their latest June promotion here)is considered a retail business and is allowed to reopen their physicial outlet. IKEA has also confirmed this by announcing its store reopen with extra precautions on 17th June as follows: 

  • To reduce crowds and queues, customers are encouraged to shop online or visit our stores on weekdays.
  • Change of Store Hours. IKEA Alexandra: 10am – 9pm (Sun – Thu) & 10am – 11pm (Fri – Sat). IKEA Tampines: 11am – 9pm (Sun – Thu) & 11am – 11pm (Fri – Sat)
  • All IKEA Food operations and Småland will remain closed until further notice
  • A limit on visitor capacity and measures to maintain safe distancing of at least one metre will be in place in-stores.
  • Customers must wear masks, undergo temperature checks and check-in via SafeEntry before entering the store.

Will Singapore Pools Open in Phase 2 Singapore?

Yes, Singapore pools outlets will reopen on 22nd June 2020.

Singapore Pools will resume the above online operations from 15 Jun 2020 after the lifting of Phase 1 COVID-19 Circuit Breaker measures. Previously we note that Lottery draws, such as 4D, TOTO and Singapore Sweep, will also continue to be suspended as reported by Channel News Asia.

However in the latest update as reported by Today, Singapore pools outlets will be reopened on Monday: 

  • Singapore Pools retail outlets will resume operations from Monday (June 22), with the 4D and Toto lottery draws to be conducted from next week.
  • 4D lottery draws will resume on Wednesday while the Toto lottery draws will resume on Thursday
  • Singapore Sweep lottery will resume with the August draw on Aug 5.
  • Retail outlets will gradually resume operations from Monday (June 22) onwards
  • All other outlets such as Singapore Pools’ Livewire venues and Off-course Betting Centres will remain closed, in alignment with the Government’s regulations and guidelines for live betting

Current Phase 2 regulation does not explicitly prohibit the reopening of gambling outlets such as Singapore Pools. Therefore, we think the decision to reopen is likely dependent on Singapore Pools authority. Even the reopening date of Singapore Pools remains uncertain, we feel that Singapore Pools will more likely than not to start to reopen their outlets if the current situation continues to stabilize.

Will Hotels Open in Phase 2 Singapore?

All hotels are allowed to stay open in Phase 2 but hotel staycations are not allowed. Hotels are not allowed to receive new guests during this time while other hotels are being used as space spaces for those returning to Singapore to serve their Stay-Home Notice. 

However dining-in at hotel F&B establishments and re-opening of bars within hotels are allowed in Phase Two of the Government’s plan to exit the circuit breaker, but the sales and consumption of alcohol will be prohibited after 2230 hours daily. Hotels such as Regent Singapore (check out Regent Singapore Staycation June 2020 deal) has made announcements to welcome diners back to their restaurants.

F&B Establishments that serve food and beverage (including alcoholic beverages) that are permitted to operate must implement Safe Management Measures, as required by the Ministry of Manpower (MOM) and comply with the COVID-19 (Temporary Measures) (Control Order) Regulations. In addition, F&B establishments are required to comply with the measures set out here.

Live music and television and video screenings are also not allowed.

Are Staycations allowed in Phase 2 Singapore?

Hotel staycations are not allowed in Phase 2 as hotels are not allowed to receive new guests during this time while other hotels are being used as space spaces for those returning to Singapore to serve their Stay-Home Notice.

Are Shopping Malls opened in Phase 2 Singapore?

All shopping malls are allowed to be opened in Phase 2. However larger public venues with high human traffic such as malls will be subject to capacity limits. Operators must prevent long queues or crowds from building up. Most businesses are allowed to reopen during Phase two including retail shops and department stores in malls (check out latest dining promotions at different malls). Small shops selling food, clothing and more can also resume operations. However food sampling and testing for restaurants and malls are no longer allowed as reported by Straits Times.

Are Cafes allowed to open in Phase 2 Singapore?

Yes, all cafes are allowed to open in Phase 2 (yay!). As per the official announcement, dine-in at food and beverage outlets are allowed to reopen with safe distancing measures in place. Retail businesses can reopen their physical outlets, and food and beverage (F&B) dine-in are allowed, although there must not be more than five diners per table. 

Is Singapore Zoo and Night Safari Opened in Phase 2?

There is no official announcement covering specifically Singapore zoo. However the Singapore zoo remains temporarily closed until further notice as per the official announcement by Singapore zoo.  All other attractions such as Jurong Bird Park, Night Safari, River Safari are also temporarily closed. The zoo continues to focus on looking after their staff, and also providing uncompromised care to the 15,000 animals in our parks.  

Will Singapore Pubs and Bars be opened in Phase 2?

Yes, pubs and bars are permitted to open! However, not all bars and nightlife venues are able to open just yet. Venues also can’t screen any shows or have live music performances – and liquor sales and consumption have to stop by 10.30pm.

All dining party are also limited to just five people, and social distancing of sitting apart from others need to be maintained. Check out the official announcement for full details.

Are Sports Halls and Facilities open in Phase 2 Singapore?

Yes, sport halls are allowed to open in Phase 2. According to the official announcement, Sports, parks and other public facilities can reopen, such as stadiums, swimming pools, playgrounds, beaches, lawns and fields, hard courts, gyms, fitness studios, bowling centres, and function rooms. This applies to similar facilities in private settings such as condominiums and clubs.

The latest update from ActiveSG is that public sports facilities will be implementing booking systems and specific usage periods to regulate crowd sizes when Singapore enters Phase 2. Its online booking system has been open for time-slot reservations for its gyms, studios, indoor halls and swimming complexes. Only its stadiums can be used without booking for time-slots.

Usage is restricted to 90 minutes per booking for gyms, and 60 minutes per booking for swimming pools. There is also additional segregation of timings for different groups to use the pool each day as follows:

  • For seniors aged 60 and above, their lap swimming period will be from 6.30am to 8.45am
  • Other members of the general public will use the pool only in the evenings, from 6.30pm to 9.30pm
  • From 9am to 6pm, the swimming pools are reserved only for organised classes

Some Sports facilities Remained Close in Phase 2

The facilities closed at the start of Phase 2 are:

  • Stadiums: Jalan Besar Stadium, MOE Evans Stadium

  • Swimming complexes: Choa Chu Kang, Delta, Hougang, Jalan Bear, Jurong West, MOE swimming complex, Bishan, Yio Chu Kang (competition pool).

  • Indoor sport facilities: Bukit Gombak Sports Hall, Clementi Sport Hall/Table Tennis Hall, Delta Sport Hall/Table Tennis Hall, Hougang Sport Hall/Table Tennis Hall, Jurong West Sport Hall/Table Tennis Hall, MOE Sports Hall, Pasir Ris Sports Hall, Sengkang Table Tennis Hall.

  • Outdoor sport facilities: Jurong West Tennis Centre, Pasir Ris Tennis Court/Futsal Court, MOE Squash and Tennis Courts.

  • Gyms: Clementi, Delta, Hougang, Jurong West, Pasir Ris, Sengkang, Senja Cashew.

  • Studios: Clementi, Delta, Jurong West, Sengkang.

  • Others: Delta Hockey Pitch, MOE Hockey Pitch, all dual-use facilities in schools, all Active Health Labs.

Safety Measured Implemented for facilities are as follows:

Stadiums (including hockey pitches)

  • Venue capacity of 50 pax at any one time.

  • Operating hours from 7am to 9.30pm.

  • No booking required.

  • Queues will be dispersed, with users asked to return at non-peak times.

  • Temperature screening and access with SafeEntry. No entry to those with temperature of 38°C and above.

  • Exercise in groups of five permitted. For organised programmes/classes, one additional service provider (such as an instructor or a coach) is permissible.

  • Toilets are open. Users to observe safe distancing measures.

  • If there is more than one group sharing a space, the groups must not interact and must maintain a distance of three metres apart at all times.

  • No socialisation beyond activities.

Swimming complexes (only competition and training pools will be available)

  • Venue capacity of 50 pax at any one time.

  • Booking required via ActiveSG app/myactivesg.com.

  • Temperature screening and access with SafeEntry. No entry to those with temperature of 38°C and above.

  • Lane ropes for lap swimming.

  • Specific swimming timings – lap swim for seniors (60 and above): 6.30am to 8.45am, lap swim for general public: 6.30pm to 9.30pm, organised classes (groups of five plus one instructor): 9am to 6pm

  • There will be extended operating hours at Our Tampines Hub, Sengkang, Yio Chu Kang, Jurong Lake and Kallang Basin swimming pools, from 6.30pm to 12.30am to cater to lap swim for the general public.

  • Toilets and changing rooms are open. There will be a queue system to access changing rooms. Swimmers are encouraged to wipe dry after swimming, and put on their attire without accessing changing rooms.

  • No socialisation beyond activities.

Indoor sport facilities

  • Venue capacity of 50 pax at any one time.

  • Booking required via ActiveSG app.

  • For badminton, tennis and table tennis: maximum of four pax per court/table.

  • For squash: maximum of two pax per court for single court, four pax per court for double court.

  • For street soccer, netball, volleyball: maximum of five pax per court.

  • For organised programmes/classes, one additional service provider (such as an instructor or a coach) is permissible.

  • Toilets are open. Users to observe safe distancing measures.

  • No socialisation beyond activities.

Gyms/studios

  • Studios: Activities shall be limited to maximum of five persons. For organised programmes/classes, one additional service provider (such as an instructor or a coach) is permissible.

  • Gyms: Capped at one person per 10 sqm or 50 pax, whichever is lower. Extended gym operating hours is from 7am to 12.30am, except for Toa Payoh West CC Gym, Ang Mo Kio CC Gym and Enabling Village Gym which will close at 10pm.

  • Booking required via ActiveSG app.

  • Toilets are open. Users to observe safe distancing measures.

  • No socialisation beyond activities.

Are Tuition allowed in Phase 2 Singapore?
